A neighborhood is distressed if in comparison to the city average it has:
Three reinvestment area types:
Market Ready: 1 distress
Ready for Revitalization: 2-4 distresses
Ready for Opportunity: 5-6 distresses
In a Market Ready area (least distressed) a developer can pay $0 in property taxes for 15 years if they:
